PRE-INSPECTION CHECKLIST

Upon inspection day, please insure that the station is ready for inspection upon arrival.  Our PRE-INSPECTION CHECKLIST covers the basics, however it is up to the owner of the vessel to insure that their radio station is up to F.C.C. requirements.  Payment is expected in full at the time of inspection.  Gross disorder of a radio station may require re-inspection at an additional cost to the owner.  For a full F.C.C. “Small Passenger Ship Inspection Checklist” go to:  http:www.fcc.gov/eb/ShipInsp/small.html (approx. 10 pages)

 

BELOW IS A LIST OF REQUIREMENTS THE FCC HAS FOR STATION INSPECTION. PLEASE SEE TO IT THAT YOU HAVE THE FOLLOWING IN ORDER PRIOR TO INSPECTION.  FOR:

 

1:  SMALL PASSENGER VESSELS (UNDER 100 GRT, MORE THAN 6 PASS.)

ARE REQUIRED, AT A MINIMUM, THE FOLLOWING RADIO

EQUIPMENT (AS LISTED BELOW):

 

A:  USCG C.O.I. (OCEANS 3NM OR LESS)…1

B:  USCG C.O.I. (OCEANS 20NM OR LESS)…1, 2                       

C:  USCG C.O.I. (OCEANS > 20 NM BUT < 100NM)…1, 2, 3

D:  USCG C.O.I. (OCEANS >100 NM BUT < 200NM)…CALL FOR DETAILS

E:  USCG C.O.I. (OCEANS > 200NM)…CALL FOR DETAILS

 

1: VHF THAT CAN MONITOR, TRANSMIT/ RECIEVE CH: 6 (156.3 MHZ) AND CH: 16 (156.8 MHZ)

 

2:  406 EPIRB (CATEGORY 1, CLASS 2) WHICH HAS AN OPERATIONAL SELF TEST FUNCTION, AN UNEXPIRED VALID BATTERY AND HYDROSTATIC RELEASE, AND HAVE CURRENT/ ACCURATE REGISTRATION WITH NOAA.

 

3:  MF RADIO CAPABLE OF MONITOR, TRANSMIT/ RECEIVE ON FREQ: 2182, 2638,2670KHZ,AND    1710-2850 KHZ.  (MOST SINGLE SIDE BAND RADIOS EXCEED THIS REQUIREMENT)

 

       IN ADDITION TO THE ABOVE, ALL SMALL PASSENGER VESSELS ARE

REQUIRED TO HAVE THE FOLLOWING:

 

A:  A VALID “STATION LICENSE”, NOT TO BE EXPIRED.  THIS LICENSE

MUST BE ISSUED TO THE CURRENT OWNER/ OPERATOR OF THE VESSEL BY THE FCC AND IS NOT TRANSFERABLEIF YOU DO NOT HAVE A CURRENT STATION LICENSE, A NEW “SAFETY RADIOTELEPHONY CERTIFICATE” OR “BRIDGE TO BRIDGE RADIOTELEPHONY CERT.”WILL NOT BE ISSUED.

 

B:  A LICENSED RADIO OPERATOR MUST BE AVAILABLE DURING THE INSPECTION.  THE FOLLOWING GRADES ARE ACCEPTABLE:

  1. MARINE RADIO OPERATORS PERMIT

  2. GENERAL RADIO TELEPHONE OPERATORS LICENSE.

  3. GMDSS RADIO OPERATORS LICENSE

  4. FIRST OR SECOND CLASS RADIOTELEGRAPH OPERATOR

 NOTE: A “RESTRICTED” RADIOTELEPHONE OPERATORS PERMIT” IS NOT AUTHORIZED TO OPERATE A RADIO ON A “COMPULSORY” VESSEL.

 

C:  FOR RENEWALS, THE CURRENT UN-EXPIRED “COMMUNICATIONS

ACT SAFETY RADIOTELEPHONY CERTIFICATE” OR “VESSEL BRIDGE TO BRIDGE RADIOTELEPHONY CERTIFICATE”

 

D:  A CURRENT COPY OF THE F.C.C. RULES (47 CFR 80). THIS MAY BE

ONBOARD OR IN AN EASILY “ACCESSIBLE” PLACE ASHORE (COMPUTER ACCESS WILL SUFFICE, ASK AHEAD OF TIME IF INFO IS NEEDED).

 

E:   A “RADIO STATION LOG” WITH SUMMARIES LISTING “DISTRESS,

URGENT AND SAFETY TRAFFIC”, VHF COMUNICATIONS, IMPORTANT SERVICE INCIDENTS, POSITION OF THE VESSEL AT LEAST ONCE A DAY, NAME OF THE OPERATOR, ANY BATTERY AND EQUIPMENT TESTS, DAILY CONDITION TESTS.

 

2:  BRIDGE TO BRIDGE RADIO TELEPHONY REQUIREMENTS:

 

       IN ADDITION TO THE ABOVE SMALL PASSENGER VESSEL

REQUIREMENTS:

 

A:  VESSELS GREATER THAN 20M OR OPERATING BEYOND 100NM

MUST HAVE A VHF RADIO CAPABLE OF OPERATING (TX/ RX) ON CH: 13 (156.65 MHZ) AND 22A (157.1 MHZ)

        B:  IF THE VESSEL IS GREATER THAN 100 TONS IT MUST BE FITTED

WITH A RESERVE ENERGY SOURCE THAT IS INDEPENDENT OF THE VESSELS PROPULSION SYSTEM AND ANY OTHER ELECTRICAL SYSTEMS AND IMMEDIATLEY READY FOR USE AT ANY TIME.

 

        C:  FOR VESSELS ALSO NEEDING A BRIDGE TO BRIDGE RADIO

CERTIFICATE, THE VESSEL MUST HAVE A DEDICATED RADIO IN THE WHEEL HOUSE/ PRIMARY OPERATING AREA, DEDICATED TO THE MASTERS USE THAT CAN TRANSMIT/ AND RECEIVE ON CHANNELS  13, 22A, AND 67.

 

3:  IN ADDITION TO THE ABOVE FCC REQUIREMENTS:

 

A: CHECK TO MAKE SURE ALL ELECTRICAL AND ANTENNA CONNECTIONS ARE CLEAN AND WELL FITTED.

 

B:  POWER SOURCES & CHARGING UNITS FUNCTION PROPERLY AND BATTERY WATER LEVELS ARE SATISFATORY.

 

C:  THE ILLUMINATION LIGHT ON ALL RADIOS WORK, AND THE SPEAKERS FUNCTION PROPERLY AND ARE AUDIBLE.
